President - Daniel Klingbeil (SFC)

Daniel A. Klingbeil is a composer and conductor residing in Hollidaysburg, PA. He recently retired after 40 years of Service from the PA Army National Guard's 28th Infantry Division Band and is currently the conductor for the Altoona Community Band and equipment manager for the Altoona Symphony Orchestra. Before his military service, he was the instrumental music director for the Juniata Valley School District in Alexandria, PA. Klingbeil was a founding conductor of the Huntingdon Summer Community Band and a past director of the Jaffa Shrine Band in Altoona, PA. His favorite pastimes, aside from composing, are home renovations, watching hockey, and traveling.

Klingbeil received both a Bachelor's and a Master's Degree from Indiana University of Pennsylvania. His master’s degree is in conducting/performance, and he studied conducting under Dr. Jack Stamp.

Klingbeil’s first of many compositions, “Tisket”, a grade 4 theme and variation, was published in 1998 by Shawnee Press. Today, compositions for band and orchestra by the composer are published by D. Arthur Publishing. Klingbeil has also arranged numerous works for marching band and small ensembles, and his compositions are performed across the United States and in Europe.

Vice President - Christina Doughty (1SG)

Christina Doughty has been a member of the U.S. Army for 33 years and currently serves as First Sergeant of the 28th Infantry Division Band, Pennsylvania Army National Guard. Previously, she served with the South Carolina Army National Guard in the 246th Army Band, stationed in Columbia, South Carolina, and with the 969th Maintenance Company from Horseheads, New York.

An accomplished clarinetist, Christina earned her Bachelor’s degree in Music Education from Ithaca College, Ithaca, New York, and her Master of Business Administration from Touro University International, Cypress, California.

On the civilian side, Christina is the Director of Home Ownership Services at Arbor Housing and Development in Corning, New York, where she holds certifications in housing counseling and administers home rehabilitation grants.

She resides in Corning with her husband, Jason, and their dog, Bertie. Her hobbies include boating during the summer months and traveling.

Treasurer - David Bailey (SPC)

David Bailey served seven years with the 28th Infantry Division Band of the Pennsylvania Army National Guard as a bass trombonist. He earned his Bachelor’s degree in History/Political Science from Mount Aloysius College and holds certification as a social studies teacher. He teaches courses on the American and Pennsylvania political systems as well as personal finance for the West York Area School District. He also served for nearly a decade as the Assistant Director of the Altoona Community Band, and as Historian for the Hollidaysburg American Legion Post 516.

He continues to perform with community ensembles in Pennsylvania, including the Bainbridge Band and the Malta Band of Lancaster.

Secretary - Justin Bianconi (SGT)

Justin Bianconi is a trumpet player and educator currently pursuing a Master of Music in Brass Performance at the University of Akron, where he serves as the Graduate Teaching Assistant for the Trumpet Studio and the University of Akron Marching Band. He earned his B.S.Ed. in Music Education from Indiana University of Pennsylvania in 2025. Since 2020, Justin has been a member of the Pennsylvania Army National Guard’s 28th Infantry Division Band, where he acts as the Unit Librarian and Principal Trumpet.

Event Coordinator - Ashley Crust (SFC)

Ashley Crust earned her B.S. in Music Education and her Master’s in Music Education from Lebanon Valley College of Pennsylvania. Ashley began teaching in the Keystone Central School District in 2006, where she currently teaches middle school and high school band and orchestra. Before joining the KCSD team, she taught band in the Shenandoah Valley School District. Ashley directs the Central Mountain Jazz Cats and leads the Central Mountain Wildcat Marching Band with her awesome sister Heather and their fantastic weatherman buddy Justin. Ashley also directs the Sugar Valley Community Band and is a retired member of the Pennsylvania Army National Guard’s 28th Division Band, where she played flute and piccolo. Ashley lives in Avis, PA, and is a proud parent of her daughter, Rachel, who recently graduated from Slippery Rock University as a Music Education major.
